Random parking of trucks, buses and heavy equipment in public squares as well as residential, investment and commercial areas has irked area residents, Municipal Council member and Jahra Governorate Committee Chairman Abdullah Al-Enezi said on June 17. The practice has created a problem that necessitates radical and sustainable solutions due to its negative impact on traffic safety, the urban landscape, the environment and quality of life, according to a press statement by Al-Enezi reported in Arab Times.
Al-Enezi confirmed that the council took oversight and legislative steps to confront the issue through proposals and questions submitted by members Khaled Al-Mutairi and Dr. Hassan Kamal. Those proposals and questions were discussed by the Reform and Development Committee. The discussions produced a resolution issued by the council and ratified by the minister of state for Municipal and Housing Affairs. The resolution requires coordination among the Kuwait Municipality, the Ministry of Public Works and the Ministry of Finance.
The three bodies are to re-evaluate designated sites and identify the government entity responsible for managing and operating them as integrated regulatory and investment facilities, Al-Enezi explained. He added that the move will benefit from government land and generate sustainable financial resources for the state while eliminating haphazard parking. Concerted efforts by all relevant agencies are needed to reorganize assembly sites for trucks, buses and heavy equipment.
The project is expected to reduce visual pollution, enhance traffic safety, protect infrastructure, supply integrated logistics services and deliver sustainable economic returns, according to the Jahra committee chairman. Al-Enezi pointed out that success hinges on obligating companies and institutions owning the vehicles to use the designated sites. Parking such vehicles in residential, investment and commercial areas must be prohibited to instill discipline and organize the spaces. He stressed that the time has come to move from addressing the problem to investing in the solution by transforming truck assembly sites into organized facilities with economic returns, support urban environmental improvement, and improve the quality of life.
In a related measure the General Traffic Department announced a ban on trucks using all roads during peak hours to facilitate traffic flow and reduce congestion. The department said in an official statement that the ban is enforced from 6:30 a.m. to 9:00 a.m. and from 12:30 p.m. to 3:30 p.m. between September 1 and June 14. During the summer period from June 15 to August 31 the restriction applies only from 12:30 p.m. to 3:30 p.m. The department urged truck drivers to adhere to the schedule to ensure smooth traffic flow and the safety of all road users.
The concerns have attracted attention at cabinet level, where a five-member committee headed by Sheikh Fahd Al-Yousef was formed to address random parking in open grounds across the country. According to Al Jarida the committee comprises the ministers of Public Works, Municipal Affairs and Housing, Economic Affairs and Investment, and Finance and is tasked with studying conditions caused by unregulated use of dirt yards, school parking areas, mosque surroundings and other open spaces. It will intensify oversight and implement measures to regulate parking safely.
General Traffic Department statistics showed 382 parking violations recorded in hospital parking lots in a single day, with Jahra Hospital accounting for the highest number at 199 violations for prohibited parking and obstructing traffic. Farwaniya Hospital followed with 67 cases, Al-Adan with 50 and Al-Amiri with 39. The figures demonstrate the breadth of the parking difficulties that have prompted both municipal resolutions and higher-level government intervention.
