The Public Authority for Civil Information has introduced electronic access to the Civil Registration Certificate through the Sahel app, allowing citizens and residents to obtain a digital version that verifies their civil registration data when required by government bodies. This latest addition supports PACI’s drive to expand online services and minimize physical visits to its offices for routine documentation. The authority described the certificate as an official tool that integrates seamlessly into the existing digital framework for administrative transactions.
According to the Public Authority for Civil Information, the service reflects continued progress in digitizing government procedures to enhance efficiency and reduce processing times for beneficiaries. The authority had previously incorporated several other certificates into the Sahel platform earlier in 2026, such as those covering previous nationality, name changes, address history and general attestations. In May, PACI rolled out an electronic merger service for residency and civil ID records via the same application.
A study published in Administrative Sciences reported that the Sahel app ranks as the most popular digital government platform in Kuwait, with 61.9 percent of respondents indicating they use it regularly. The research placed average weekly engagement at approximately 2.87 times per user, highlighting steady adoption across a population that relies heavily on smartphones for 92.1 percent of such interactions. These figures illustrate the app’s central role in the country’s e-government ecosystem.
The Public Authority for Civil Information positioned the new certificate as a practical measure that saves time and effort while streamlining interactions with multiple state agencies. By making the document available electronically, the platform now consolidates another key record that individuals frequently need for official purposes. This step builds on prior expansions that have gradually shifted more PACI functions to mobile access.
Recent assessments in academic journals have noted that despite internet penetration nearing 99 percent, only around 53 percent of Kuwaiti citizens engage with digital government services, trailing rates above 75 percent in Saudi Arabia and the United Arab Emirates. The Public Authority for Civil Information continues to address this gap through incremental additions to the Sahel app as part of national efforts aligned with Vision 2035 priorities. Such initiatives focus on increasing accessibility and encouraging broader uptake of online administrative tools.
