The ministry said the decision followed an assessment of the current situation with the goal of enabling marine enthusiasts to enjoy activities at any hour while upholding security and navigational safety across Kuwaiti waters.
The new rules represent a further easing from earlier limitations imposed earlier in the year. According to Kuwait Times, sailing was first permitted between 6 a.m. and 6 p.m. beginning in late April. Local media outlets reported an extension in May to 5 a.m. through 7 p.m. after consultations with coast guard leadership. This progression illustrates a cautious approach to broadening access based on observed compliance and security evaluations.
Authorities have called on boat owners and sea users to follow designated sailing areas as illustrated on official maps. Approaching or entering zones around oil installations, vital facilities or other restricted locations is strictly forbidden. In particular, the ministry warned against the maritime space between the north and northeast of Failaka Island and the south of Bubiyan Island. This exclusion protects national security interests and prevents interference with critical maritime routes.
Activation of Automatic Identification Systems remains mandatory for every vessel underway, the ministry reported. The technology is essential for effective monitoring, accurate position tracking and timely emergency assistance. The requirement applies without exception to all classes of vessels operating in Kuwaiti waters. The ministry highlighted the system’s key role in maritime monitoring, tracking and emergency response.
Additionally, entry into Kuwait Bay or operation of a recreational fishing boat necessitates prior acquisition of a QR code. The code is obtained from the Environment Public Authority by means of the Sahl application. This procedure ensures regulatory oversight of traffic in sensitive bay areas and among the fishing community. The ministry integrated this measure into the updated sailing framework.
Continuous oversight of maritime activities will be conducted by the General Directorate of Coast Guard. The directorate operates on a 24-hour basis to enforce the revised regulations and respond to any deviations. All sea users have been urged to observe safety instructions fully in support of secure navigation throughout the region. The ministry made the appeal as part of its announcement to promote responsible use of the expanded privileges.
The updates arrive against the backdrop of a sizable fishing fleet in Kuwait. A report indicated that 297 vessels were licensed for the shrimp harvesting season extending into 2026. In parallel, recreational boating across the Middle East and Africa is projected to expand at an approximate 8 percent annual rate through the coming years.
